Mainly principals engineers with the help of some other developers from other teams because after the first release of bootstrap this is not going to change too often.
Regarding micro-frontends, architecture in collaboration with the principals and teams are defining them.
Recently I had a team member who raise the concern of a complexity inside a micro-frontend, we reviewed the initial decision and decided to split it in 2 micro-frontends, obviously the business is changing and also the initial decisions should follow it properly
